Born on June 19, 1964 in Sarıyer/Emirgan, Fikret Altan was the child of Dr. Ünal Altan, a neurologist (neuropsychiatrist) and a doctor at Baltalimanı Bone Diseases Hospital, and Sunal Altan, a tailor at Ankara Olgunlaşma Institute.
Originally from Samsun, he graduated from Reşitpaşa/Karacapaşa (Osman Saçmacı) Primary School in 1975, Emirgan Behçet Kemal Çağlar Secondary School in 1978, Kabataş Boys High School in 1981, and Istanbul University (Çapa) Faculty of Dentistry Master's Degree in 1987, earning the title of "Dentist." In 1989, he completed his military service as a "Dentist Lieutenant" in the Aydın Gendarmerie Battalion Command.
